Beaglebone Cape for NS-T, revision 2

I'm testing the second revision of this cape now. Schematic is on github

It's working much better than rev1, but time will tell if it has the same frequency dropouts.

I've also published the NTP server status code. It includes a clock comparison that should be accurate to around 5ms. You can see my desktop has a >1 second offset below.
